本台已於二月二十六日就行政長官候選人答問大會禁止本台記者在三月一日進行正常採訪一事,向香港記者協會作出投訴,記協隨即處理有關投訴,並於二月二十八日發表對行政長官候選人答問大會的遺憾聲明(見附件)。
我們認為,行政長官候選人答問大會負責人以網絡為新媒體,數目眾多,大會地方不足為理由拒絕我們的採訪申請,實屬自欺欺人之舉。眾所周知,行政長官候選人答問大會的篩選措施,實際上是針對本台主持黃毓民而設的,一眾網絡媒體記者也因而「連坐」。
我們必須強調,答問大會當局今次的「特殊措施」,並不單止是歧視網絡媒體那麼簡單,而是影響香港整體新聞自由的嚴重事件,因為此例一開,日後其他人士或組織也可以以各式各樣的「理由」,禁止不同類型媒體的正常採訪活動,變相審查言論。
事實上,有關當局在牽涉重大公眾利益的事情上,必須維護所有記者的公平採訪權利,否則公眾知情權和新聞自由難以得到保障。
最後,我們強烈譴責答問大會今次篩選傳媒的做法,並呼籲立即更改措施,容許所有記者進場採訪。
梁錦祥投訴電郵原文
Dear Chairlady of HKJA,
My name is Eddie Leung. I am a member of HKJA (member xxxx) and the director of www. myradio.com.hk. I would like to file a complaint against Chief Executive Candidates Forum regarding their policy of media screening and discrimination of internet media.
During a phone conversation with Mr Lee Luen-fai this morning (February 27, 2007), I was informed that reporters of the internet media such as I would not be allowed in the Forum held on March 1, 2007 for reporting. Not only that this policy is a direct contradiction of the stated principle of transparency and fairness of the Forum, it is also an extraordinary experience I have never encountered in my whole journalistic career. To give you an example, no such policy against internet media representatives was ever issued in Chung Ting-yiu incident of the University of Hong Kong and I was allowed to do my normal reporting like other media representatives during the whole incident. In fact, there was no pre-screening of media at all.
Matters such as the Chief Executive Election involve important public interest and reporters of all kinds of media should be given equal opportunity of reporting in the Forum. Press freedom of Hong Kong will be seriously compromised if pre-screening and discrimination against certain kind of media representative occurred in the reporting of such important political events.
Apparently, the background to such a policy is the Wong Yuk-man incident on February 1, 2007. This in fact has become a "collective punishment" of all internet media representatives. If the Forum convenors want to maintain "order" and avoid disruption, this can be done on the spot by security guards and officials instead of relying on the pre-screening procedures.
Hong Kong Journalist Association has always been a champion of press freedom and I would very much hope that it can follow up my complaint as soon as possible. In case you need any further information or details, please feel free to call me xxxx xxxx at or e-mail me.

致: 行政長官候選人答問大會秘書處
香港記者協會於二月二十六日收到會員梁錦祥先生電郵，就三月一日「行政長官候選人答問大會」的採訪安排作出投訴。
梁錦祥先生以my radio台長的身份申請到場採訪，卻被 貴會以其網站未經註冊為由，拒絕接受申請。投訴人認為此舉有違公平的採訪原則，且對網上媒體有歧視之嫌。
本會於今天下午致電 貴會發起人之一的李鑾輝先生反映事件，李先生指大會是根據「公平」的原則作出採訪安排，只接待符合大會要求的傳媒機構，包括報社、電台、電視台、流動電話供應商、通訊社及境外傳媒。本會認為，當局現時未有特別的發牌制度確認網上媒體，致使大會以此為藉口，剝奪他們的採訪權利，誠屬令人遺憾。
對於 貴會是次選擇性的篩選傳媒，限制正常的採訪工作，本會認為已嚴重妨礙新聞自由及禠奪公眾知情權，大大削弱行政長官候選人論壇的公信力。
最後，本會強烈要求 貴會盡早作出公平、公開和合理的安排，讓所有傳媒機構的代表可如常進場採訪。佇候示覆。
